# Outlook displaying metered connection warning

#### Symptoms

- Outlook is displaying the metered connection warning below the menu bar after opening or on the File > Info page.
- On the File > Info page, a warning about an upgrade in progress and the mailbox being optimized is displayed
- Clicking on the Send/Recieve All Folders button results in a Not implemented error.

#### Resolution

If the network connection isn't set as metered:

1. Exit Outlook
2. Open the Registry Editor with elevated permissions
3. Navigate to the key **`HKLM\SOFTWARE\Microsoft\Office\ClickToRun\REGISTRY\MACHINE\Software\Microsoft\SecurityManager`**
4. Right click on the SecurityManager key and select permissions
5. Click the advanced button
6. Add the current user account with Full Access permission
7. Check the Replace all child object permission entries with inheritable permission entries from this object box
8. Click OK twice
9. Delete the SecurityManager key
10. If the problem persists after removing the key, run an Office repair from Settings > Apps > Installed Apps > Manage (applicable Office version)
